Meet the Team

Evaluation Specialists are experienced in conducting program evaluation and research related to educational programs for state, federal, and international grant projects. Specialists provide expertise in designing and implementing evaluation and educational programs including writing the evaluation section according to the RFA guidelines, creating the broader impacts plans, and executing the evaluation study including data collection, analysis, and reporting to donor agencies.

Dr. Kay Kelsey, DirectorDirector: Dr. Kay Kelsey, Professor has served as program evaluator, adult educator, and qualitative research methodologist for 20 years. She has published over 200 peer-reviewed journal articles, conference proceedings, Extension publications, and evaluation reports in addition to receiving over 30 awards for outstanding teaching, research and service including two Fulbright awards to Kenya and Thailand. eMail:

Dr. Kyle Bower, Postdoctoral Research Associate, is skilled in qualitative research design and methodology, data analysis, grant writing, and higher education teaching. She is an experienced gerontologist and human development researcher with a demonstrated history of working with marginalized older adult populations to understand the importance of inter-generational connection. Dr. Bower is also a professionally certified ATLAS.ti trainer and consultant and applies her advanced knowledge of computer-assisted qualitative data analysis software (CAQDAS) to evaluation, illustrating the conceptual rigor of the data through visual output reports, conceptual networks, and frequency maps. With these tools, she is able to address various types of evaluation concerns and outcomes spanning all interdisciplinary backgrounds. eMail:

Ms. Amanda Olbrick Marabesi, Ph.D. Graduate Research Associate. Amanda is originally from Sao Paulo, Brazil. She earned a Bachelor’s degree in Agricultural Engineering from University of Sao Paulo and a Masters degree in Agricultural and Environmental Education at UGA. She is currently a doctorate student in Horticulture. Her research interests are in program evaluation and sustainable agrifood systems. eMail:

Mr. Mariano Mariano Dossou-Kpanou, Graduate Research Associate. Mariano is originally from Benin, West Africa. He holds a Master’s degree in Public Policy Evaluation and has worked on government projects as well as non-government organization projects in Africa. His experiences include monitoring and evaluation, planning and strategy, policy, program and project design. He has skills in conducting quantitative and qualitative studies. He is currently a doctorate student in Qualitative Research and Evaluation Methodologies. eMail:
